Since the date of its establishment in 2003, one of the priority directions K-Transgroup activities is transportation and escort of bulky and heavy cargoes (B&HC) within the Republic of Kazakhstan, CIS and Europe using both own dedicated vehicles and/or leased ones, which mostly consists of 3-axle, 4-axle tractive vehicles and 4-axle, 5-axle, 6 and more axle drop-frame semitrailers. The latter’s use in transportation of B&HC allows reducing transportation expenses due to a decreased fee payable under the Permit System regulating vehicles traffic.

Transport B&HC

Having its own and/or leased fleet of motor vehicles, drop-frame multiaxis semitrailers (low loader), K-Transgroup LLP can transport the following types of B&HC to any direction from/to/via the Republic of Kazakhstan, as well as through international routes:

Permit system

As to the Permit System, the priority to regulate B&HC transportation primarily relates to ensuring traffic safety for all motor road users.

When transporting B&HC, the Permit System may be divided into the following phases:
• Filing an application of a standard form to obtain authorization and special permit to transport B&HC, from authorized organizations
• Direct transport control  on the motor road  by authorized supervisory bodies during transportation of B&HC, including control for availability of special B&HC transportation permit forms

When transporting oversized cargoes, K-Transgroup LLP has a coherent idea of the Permit System of the Republic of Kazakhstan, as well as in CIS and European countries, and will assist in execution and obtaining of the special permit to transport B&HC in any direction, as soon as possible.

When obtaining a special permit to transport B&HC, K-Transgroup LLP ensures compliance with all requirements and regulations related to the Permit System:

Escort B&HC

During B&HC transportation, the need and type of escort is determined.

The availability of a shadow vehicle, a vehicle allocated by the carrier or consignor, mandatory in any case when:
• The width of a large vehicle exceeds 3.5 meters;
• The length of a large vehicle exceeds 24 meters;
• The height of a large vehicle from the road surface exceeds 4.5 meters;
• The total weight of vehicles exceeding the prescribed permissible total weight, in accordance with the order of the Acting Minister for Investments and Development of the Republic of Kazakhstan No. 342 dated March 26, 2015 “On approval of the permissible parameters of vehicles intended for movement on the roads of the Republic of Kazakhstan” (registered in Register of State Registration of Normative Legal Acts No. 11009);
• In other cases, when the Special Permit in the column “Special Traffic Conditions”, indicates that traffic on any road structure located on the route is allowed on a single basis or other conditions are prescribed that require prompt action for the organization of traffic on separate sections of the route.

The availability of an escort vehicle, a patrol car of the police department of the internal affairs agencies, equipped with special light and sound signals and painted according to special color schemes, mandatory only in settlements, where:
• The width of a large vehicle exceeds 5.0 meters;
• The length of a large vehicle exceeds 40.0 meters;
• A large and (or) heavy vehicle is forced to occupy at least partially the oncoming lane when driving.

And, also at night on roads outside settlements, as well as during heavy traffic during daylight, transportation is allowed only if a large and (or) heavy vehicle is accompanied by a shadow or escort vehicle.

Project B&HC

The specifics of separate B&HC transportation of large-weight and oversize cargo differs significantly from the usual road transportation of traditional cargo, and even from the B&HC transportation, which slightly exceed the current permissible parameters of a vehicle with a load.

There are various restrictions for separate B&HC transportation of large-weight and oversize cargo, for example, termination of two-way traffic on roads and railways for certain time, there is a need to significantly reinforce the bridge crossing on the highway in the construction of a new crossing, since reinforcement of the old one does not provide the passage of B&HC, disconnection and raising of power lines, in some cases, dismantling/installation of overhead utilities, arrangement of routes, various sites, etc.

Taking into account the specifics of separate transported B&HC, it is necessary to implement effective technical measures and apply a special work technology that guarantees the reliability and safety of transportation, which is ensured by a comprehensive project, including certain independent and interrelated tasks: transportation of separate B&HC of large-weight and oversize cargo as such, with the choice of a vehicle for transportation, selection and arrangement of the route, attraction of design and survey organizations having the appropriate licenses to perform the specified work, providing appropriate escort by road police vehicles or escort, including contact cable networks, obtaining all permits and approvals, loading and unloading operations, building sites (berths) for these works, development of a plan for positioning and securing cargo on the vehicle, equipment (or developing structures) of the vehicle; development of non-standard equipment, etc.
