When transporting B&HC, the Permit System may be divided into the following phases:
- filing an application of a standard form to obtain authorization and special permit to transport B&HC, from authorized organizations
- direct transport control on the motor road by authorized supervisory bodies during transportation of B&HC, including control for availability of special B&HC transportation permit forms
